This is Barugon, from the 1966 movie Gamera vs. Barugon (or War of the Monsters in the USA.) Barugon is a giant lizard creature with a long, bulbous tongue that can freeze things and has the ability to shoot a rainbow-ray from his back spines.I've always thought this was a very "happy" looking monster.
